DOSbox actually works fine on XP, even supporting VGA and Soundblaster=20
dos games. As it's an emulator, it works on ARM too.

I can "boot" a copy of Win3.1 in it off a network share in about 1s

Basic should run it. It's emulating DOS already, so no need to install DOS.

There is a version that runs on my ARM based Symbian toting E65 phone too.
