There's nothing any VoIP service can do to lower that part of those rates, so many such rates are already as low as it gets.=20 This is different in e.g. the USA, where you find that for a caller there is no difference between calling a landline or a cellphone line. IMO this is how it should be. Just check in Skype for the countries that have different rates for landlines and cellphones. Besides not calling cellphones or calling them only collect, there's not much you can do to get around those rates...
