Probably, but beyond that, I wonder if a full FPGA isn't a bit of
overkill to replace <40 logic gates?

Digilent's definitely one of the ones I'm looking at, incedently
they're the ones that (recently?) obsoleted their Xlilinx XC9500 dev
board I mentioned.
