What you are referring to is the safety rating on the standard probes that come with the scope. The standard probes themselves are rated for 30 V from ground because of the sleeve, insulation, etc. Although they do have extra plastic molding so they present no bare metal, to increase user safety at high voltages you need a probe with better insulation. But the scope itself has isolation to 600 VRMS. I have one of their safety probes and it has much nicer insulation on the ground lead and ground clip.
