No, *WHERE* to write (or read).

"The LCD unit has two 8-bit registers - an instruction
register (IR) and a data register (DR)... One of the two
registers is selected by the register select (RS) signal."

*WHEN* to write (or read) is controled by E (and RW).

RS has nothing to do with *when* to write (or read).
