You are selecting the correct manufacturer from the menu for each chip? Even for nominally the same EEPROM different manufacturers do have subtly different programming algorithms and voltages. But that doesn't explain why the chips apparently program and verify.=20 I would be tempted to load the master chip, read a few locations writing down the contents. Now turn off the programmer, power back on and read a failing chip.
