Were these pulled from a board, erased, reprogrammed with new code, and
reinserted to the same boards? Or were they new or otherwise not from
those tartget boards?

Can you try reloading them with the original code?

Also, try erasing them for twice as long. I have had issues with
PIC16C74-JW not running correctly even though a PICSTART+ did a blank
check, program and verify. After doubling the erase time I had no
problems.
