Below eprom =3D =3D  EPROM.

Either

a) Programmer is bad
b) ICS are bad
c) target boards are bad.

If c - are all target boards when tried using the same power supply,
or do they have their own power supply.
Are they eg wired for higher mains and main voltage has changed
somewhat - desperate but ...
Has there been a common hardware mod.
If no common thread then c seems unlikely.

If a - if programmer is faulty why believe that it says it can read
eproms back OK. Why cannot it be totally insane?

If b - are there any ICs that do work or are all affected by this problem.

Find person/company with programming capability.
Take good source - either eprom from working good system or DVD or whatever=
..
Take 1 suspect eprom.
Take 1 pristine new eprom
Using foreign programmer load source and program known good or new
eprom  and suspect eprom
Trial.
