For some PICs, the programmer must be able to control Vdd.  The RealIce and
I think the ICD3 generally expect the circuit to be powered.  The ICD2 had =
a
external power adapter to be able to supply power itself.  All of our
programmers try to control Vdd, and it is therefore best if you do not try
to power the board otherwise during programming.
