The body should be quite a bit more conductive than ordinary pool water, so the voltage in the bottom diagram will be significantly less than the portion of the distance spanned by the body. It's not about voltage anyway, but about current. Voltage doesn't kill you= , current does. However, your higher level point is well taken.
