In the upper diagram, the path of the voltage across the person's body is minimal compared to the total path it must travel, so the voltage across the body is also a little fraction of the total voltage. In the bottom diagram, the body covers 1/4 of the total distance, so it is subjected to 1/4 of the total voltage. Somebody disagree?
