Hi Luis, I agree that the risk is only moderate, but I still think it is VERY unacceptable. Here's why: 1) You do not know that all three conductors are always making contact with the water at once. Sometimes it could be just the hot conductor. 2) A wet finger can be a much better conductor than the pool of water itself. This is because of salt on the person's skin. Therefore, a person touching a wet plug may make a better circuit to ground than the water between the hot and neutral or hot and ground. 3) The conductivity of water varies greatly depending on what is dissolved in it and it is likely that insufficient fault current would flow for the fuse or circuit breaker to trip. A ground fault interrupter would be more likely to trip. 4) It is very difficult to predict what can happen in a situation with so many variables (i.e., water solute composition, how someone may contact the plug or something connected to it, path through a person's body where the current flows, etc.) and it only takes a momentary passage of 50 mA or so to cause ventricular fibrillation, less if someone has an underlying condition.
