Many of the TO-92 like packages I've been seeing have the leads pre-formed to an in-line footprint with 2.5mm pin spacing (which leaves plenty of room for LOTS of clearance.) I don't think I've ever seen a PCB footprint that matches the actual lead-spacing AT the TO92 case...
