I think that if you really want to be mischievous, you randmoly corrupt a
few bits here and there in TCP packets, and of course update the checksum
accordingly.  You make the probability low enough so that web pages appear
to work most of the time, but there's about 0 chance of downloading anything
more than a few 10s of Kbytes intact.
