There really isn't a simple answer to this. You would need to use any
of the server side scripting flavors along with your HTTP server. You
have ASP/PHP/Ruby/Perl/etc/etc with usually Apache or IIS. I would
recommend using PHP and Apache. Both are highly capable and free, and
run on Windows and any Linux/Unix. PHP has a C like syntax and
friendly to beginners.
