I'm not sure this is directly applicable to your ideas, but I've used hot melt glue before to diffuse some LEDs. It worked quite well, though you might have to try a couple of different manufacturers until you find one that clouds up just the right amount to diffuse nicely. In my application it worked really well to give flush appearing indicator lights that didn't look like standard LEDs.
