There are several writer's lists and groups, where you (or your friend) should get good leads to this. Look for someone who's already been published, as anyone can say that they can write a book. Writing the book is a small part of the battle however -- getting a foot in any publisher's door is the big task, and generally requires a good bit of luck. Many are choosing to self-publish nowadays, but that method doesn't have the promotion/distribution channels as a known publisher would. Finding/choosing someone who's already been published will definitely help with this also.
