My main reaction is that the percentage of idiots and incompetents with modified cars is no larger than the percentage of idiots and incompetents with non-modified cars. It's like trying to pile extra charges on the guy who robbed the store with a sawed-off 12G shotgun vs the guy who robbed the store with the 20g sawed-off shotgun because the 12g is "more dangerous." We already have the notion of "street legal" cars vs not (at least in the US. I dunno about "down under" whence comes "Mad Max" and Co.) The dangerous people with the illegal mods are hardly going to be the ones ready to paste extra stickers on their cars. (or perhaps not. "Gang Colors" for cars - the mind boggles...) In the US (king of car-related deaths, I think), there are very few accidents that end up attributed to car modifications, or even to (illegal) actual street racing.
