Agreed on the splicing, I was thinking of someone quickly stealthy plugging into the connector Maybe happen when car unattended, paying fueling bill, car wash, valet parking, or even setting in home driveway. Then if the device had GPS, could give location, thieve open door, and steal. Yea, and those E-check guys are low paid political jobs. Last time Bronco was there a couple of months ago, it has a locking gas cap that vents when the key is in the lock. They didn't take the key out, and evap failed, they installed their own cap and it passed, but report showed they used their cap. I know the cap seals cause I can hear the pressure relief every time key inserted. I think next time, I'll just buy a regular cap and install it temporarily. :) The crime in it is the air monitor for Cleveland is in a bad location, not good representative of real world, and reports are, it's held together with duct tape. :~( We are one of a few Ohio counties that require E-check, it is free, but a pain to drive 2 vehicles over there in what usually is poor weather.
