It is a option in each user's settings to receive untagged posts or not.  I,
for example, have that disabled and don't receive untagged posts.  If
someone is too lazy to add a tag or too dumb to know they should, then I see
no reason to read their post.

There is one exception to this.  Some mail clients, like some flavors of OE,
occasionally strip the tag when replying to the original post.  It can be
easy to not notice this.
