Most lenses are sharper at the higher F-stop. It sounds vaguely like your camera's automatic modes are increasing ISO setting and shutter-open time to accommodate the f-stop, but causing noise and/ or motion blur in the process. You can try: Mount camera on a tripod. Increase illumination. Lock ISO settings. Set full manual exposure. Use a remote shutter release or the self-timer to eliminate the camera shake that happens when you push the button.
