In the US (which is irrelevant), it's usually about $10/Month for the first nominal amount of minutes, and the $10 goes away after a given time or after you use the minutes/sms credits, whichever happens first. So a completely idle phone still eats money. There's usually a "large number of minutes, good for 1 year" upgrade you can buy, but that tends to work out cheaper per minute rather than cheaper per month. The cheapest I've found here is a plan (tracfone) that lets you buy 60minutes/90days at a time for about $20.
