My immediate reaction to the original question, was a snort of derision and 'what a stupid question, the answers obvious'. I then removed the 2 by 4 from my eye and upon further thought realised that the logic being applied ( erroneously ) could follow thus. A 1 amp power supply can provide 100mA to a circuit that only requires 100mA, so could a 50A supply (other factors notwithstanding), so from that logic, it could be fair to assume that other components can be used in that manner, after all broadly speaking a 100uF/16v cap could ( in some circumstances ) be replaced with a 250uF/35v, so why not use a 200MHz xtal to run a 40MHz Pic? Further confusion or query could ensue from properties of crystals when used to derive lower frequencies or when using a crystal via it's harmonic frequencies.
