Duh!  As you say, the PIC is rated for 40MHz maximum oscillator frequency.
Think back to fourth grade.  Is 200 greater than 40?  (Hint: if you count up
from one to reach the other, then the first one is the lesser).  Now look up
"maximum" (It's in the "M" section of most dictionaries).
