Yeah.
The "special care" somebody does talk about, is that MCLR pin has no 
internal diodes to protect. So, if external protection is usually 
adviced but not mandatory for other input pins (shunting diodes, 
pullups...), here it becomes more important.

A floating MCLR may cause resets and lock-ups.
