In normal operation you might set the pin as an output with logic 0 drive, current passing through the high- side load and the low-side N-ch FET Strictly in the context of what Jason has described .......... It appears all pins are set as inputs and apparently the LEDs light. The current able to be sunk through the input logic is not enough to light the LED, but with the PIC in a non-digital state - no settings of ANSEL, ADCON, CMCON or whatever the 690 has -, everything floating, including /mclr, the current could be being sunk by some odd pathway.
