Inputs can sink current, how would they be inputs otherwise? From the 
PIC16F690 Datasheet:

Maximum current sunk by PORTA, PORTB and PORTC (combined) 
...................................................... 200 mA
Maximum current sourced PORTA, PORTB and PORTC 
(combined)....................................................... 200 mA
