Why? Is it mandatory to set CP off?

I personally always keep the code-protection on, even when I'm debugging
with ICD2/3.

When in debug-mode and programming the PIC, MPLAB-IDE shows a warning
telling that it cannot debug with code-protect on and asks you to click
a button to disable it and proceed with the programming. I then click
the button.

I accept this annoyance so there is no danger that I ship a PIC with
code-protection off.
