It's safe to connect a PIC to 3 cells direct (Alkaline, NiMH), but maybe not to four without a "low drop out regulator" . There are IC such as LTC1174 that with a small coil, two caps and a Schottky diode can give 3.3V or 5V for a 4V to 18V input. That would allow operation from 4 x NiMH, a car cigar socket, a USB supply or even 2 x LiPoly. Though LiPoly are not for beginners.
