Looks like it's pin compatible with an LM324 - plug one of those in
and see if it works. If it does then it's probably the supply issues
mentioned.

Also, as mentioned, oscillation could be happening and it does the
darndest thiungs to what your meter thinks it sees - check with a
'scope .
