In most respects it is a valid credit card, but funds available are only what the owner puts on it, and it can't be charged against. That is, if I'm told the bill is $250 and make only $250 available through the card number, the recipient can't take any more than $250, just as they couldn't with cash AFAIK & AIUI However, if they somehow get the card number from Western Union that might be a different story After another look at WU's payment options, I wonder whether they accept a Debit card. Although the page has the title Credit And Debit Cards, the only selections available are Mastercard Credit and Visa Credit.
