Very true.  This is one reason we created our LProg PIC programmer
(http://www.embedinc.com/products/lprog).  It only handles the 3.3V PICs and
never produces higher voltages.  It is therefore incapable of blowing up a
18FJ or other 3.3V PIC by accidentally applying 13V on MCLR or 5V on Vdd.
