What is the purpose of the VDD pin on the ICSP connector?

Is it ok to directly connect this VDD to power supply 5v VDD?

Is it ok to directly connect this VDD to power supply 3v VDD?

I am not asking about any specific type of programmer, I am asking for all
types programmers since many people with different programmers will be using
the same circuit/schematic.
