If somebody is targeting Windows, has no objections to Microsoft development tools and doesn't need the raw performance of C++ -- the question is rather why would she not use .NET? It's not the only contender, but it's a strong contender. And the development environment is pretty good, among the free environments. Re "only" on Windows: Linux is probably under 2% of the desktops, as far as one can trust the estimates, and probably the willingness to buy applications is smaller among Linux users than among Windows users. (I'm assuming the "freedom" fans are a sizeable portion of the Linux users.) It's important for the individual that runs it, and important in the server market, but really not a concern for the desktop (at least not yet). Which raises yet another version of the same question: if you can give some 90% of desktop users a native look & feel (with .NET), why would you do anything else (except for fun, which is a rather personal thing)?
