I am a big fan of MikroElektronika.  I have several of their
development boards and compilers.  I have their LV24-33A development
board on the way right now from the UK as their US distributor is out
of it.  A mouser order is due to be delivered in a few minutes with
some dsPICs for it.  Their development boards support many different
controllers, has a built in programmer via USB, ICD, their compilers
are a one time charge, free support and upgrades from then on.  Their
support and the user forums are very good. Lots of code examples that
work.  I think the costs are inexpensive comparatively.
