Although I have not focused on these displays in a few months, I beleive it is possible to have individual PWM per LED since these boards are RAM based and controllable. 

 

See my code I have in the first link and ask any questions. Other than yourself, I haven't seen much other development on this forum with the 0832 (at least not in posts). If you haven't seen this other Arduino thread, it also has some good information on the 0832 and Sure Electronic's 2416 (which is basically just another configuration of how the HT1632 or HT1632C can be used in LED outputs (either 32x8 or 24x16).
