Taking one's ball and going home is sometimes socially acceptable - it's your ball, after all. But, standing around in public waving your ball and proclaiming loudly and repeatedly that nobody can play with it because they won't play by your rules does tend to get people's attention, even if not necessarily in the manner intended. _____________ TRANSLATION: It arguably needs to be read in the specific context. I can't speak for Gus (or Olin) but Olin has specifically and repeatedly noted that he has stopped helping people because he has been placed on moderation, and now that he is not on moderation he says that he will now limit how much he helps people because he doesn't like the recently promulgated list "rules". Within that context, I imagine that Gus's poxing may apply to anyone else who specifically declined to help for that class of reason. In your case, and similar, I'd guess that Gus would be disinclined to apply poxing to those who don't help in one area because they are already busy helping in another. Sounds good to me, anyway.
