If Digikey allows you to set your country of destination and then allows 
you to order parts that it can not deliver to that country that is 
certainly their fault.

Note that I sometimes (always?) get stupid questions about what I will 
use each and every component for. I would not mind this if they told me 
in advance for which products they will do so, but they don't. Exit 
Digikey, enter mouser.
