There are many PCB factories in China, some of them are very good, some of them are so-so, some of them are bad. I read somewhere that China still imported high end PCBs quite a bit and actually the export of PCB was less than import of PCB. When I was a teaching assistant in USA, I bought these single-sided boards from Radio Shack. I tried to find better (but cheap) boards but I failed because of time limit. Still I think they are also made in China.
