I ran into some problems a few weeks ago with a console app that someone else wrote, no matter what we tried we could not get access to COM1 or COM2. The app was written with QBasic (I think - some form of Basic!) and worked previously on XP so I suspect that the problem may be related to a Windows update. Because the app couldn't access the higher COM numbers anyway it was easier for me to rewrite the app. Have you tried remapping COM1 to a higher port number?
