Hi: For a number of years I've been looking for a low cost way to cut apart Printed Circuit Boards (PCB) and finally found it. A 12 inch bench mounted hand shear. http://www.prc68.com/I/12InShear.shtml It cuts boards with a very small amount of force on the 3 foot long lever. This means you do NOT need to bolt it to concrete or a heavy bench, like would be the case if you used it to cut steel plates. There are smaller sizes of shear and some or all of them may also work well.
