never underestimate the results of a cold solder. So, thinking that the code is correct, I started to play with the trimpot...ahhh...cold solder on the breadboard....the pot usually showed open thus it made it seem like the timer was maxed out.  Once I fixed that...the LED now flashes based on the pot settings.   All is well that ends well...
