Hi Warren, I may be able to offer some assistance but it's been a few years since I worked with cable testing. The equipment for full compliance tests is very costly but there are techniques that can be used to measure basic parameters that use fairly simple equipment. It's going to depend on exactly what she wants to test for and to what accuracy. I'm guessing that cable impedance and attenuation will be the main concern.
