Have you considered using a Wiki?  Think of it.  You put the basic outline out there and the members here contribute to it.  It would be better than the loose nature of the forum (however it should not REPLACE the forum), because it will be organized by topic (i.e. variables, interrupts, virtual peripherals, etc).  Some wiki's actually have code in there that allows you to print the wiki in book format and can be searched.  Further, you could set it up so the content is moderated.  

The advantages is that when we (the SX users) whine about something missing you can tell us to write up a module, document it and submit it to the Wiki for review.  Others can polish it and WHAMO! you have a manual!  some that come to mind:

-- Media Wiki is the engine under Wikipedia
-- TikiWiki has a lot of features
-- Drupal would be my favorite because it can be morphed into a full content management system that could engulf the documentation, etc.
