:: some of those :: pads get components right away, and some will get components :: manually :: later (depending on configuration), so it would save us having to :: wick :: off the solder later. The solder on an unused pad would act as a sort of protection to the copper and basically you'd have a ready tinned pad for a component if you did fit one. Why would you want to wick the solder off?
