There is a compromise available, if one were to really want to proceed with a project like this. The video timing and generation would have to be written in assembler. Once that is under control, C can then be used to layer "features" on top. Things such as the input of text, fomatting, scrolling, keeping score, managing clocks, and so on. Using a faster processor, more of the timing generator could be moved over C. Somewhat less adventurous approaches would substitute hardware in place of the "must be done in assembler" parts.
