Doesn't that pretty much stop things from being "small" ?
If the idea is to drastically reduce construction costs (and I thought  
that was a big part of it), "dig a 100m hole and cover with 20m of  
concrete" is pretty much a non-starter, isn't it?  In addition, these  
are "small" so you need more of them closer to urban areas, where the  
places you can dig 100m pits get a bit scarce...
