That is what I saw as well. Another factor that I thought at the time was 
that whatever it is that is being used as the ink may be thick and sticky 
enough to act as an adhesive to glue the PCB to the paper. Note how after 
printing on the PCB he 'develops' the printed mask by heating it on an iron, 
before etching it.
