Once you have hit one arrow key once, the window has been moved onto the current desktop and from then on it is "hooked" to the mouse cursor until you hit Enter or click a mouse button. So you don't have to actually position it with the cursor keys; just hit one of them once to hook up the window to the mouse cursor, then position it with the mouse.
