I once developed a charger for a product that has an internal battery with a diode to prevent reverse charging. I needed to use a PIC that first applied a little current to be able to measure the battery voltage indirectly and then switched to the charging cycle. If the charger needs to measure the battery voltage before starting the charge, I would expect it to oscillate when connected to a charged battery.
